Confidential Government Project
England, UK Appointed by: Confidential Government Ministry Client. Towerus Construction provided transparent commercial and cost planning services to this UK Government client.
Accelerated House Block Project
England, UK Appointed by: Alliance Team (formed of Kier, Wates, LOR and ISG). Towerus Construction provided detailed bills of quantities to the client, on the expansion of various prison estates across the UK.
Complex project, comprehensive approach
The first of its kind in the UK, the Accelerated House Block Programme was delivered as a collaborative approach, with four of the UK’s largest contractors working in partnership. Towerus Construction delivered detailed bills of quantities during the Pre-Construction Services Agreements (PCSAs) period. Towerus Construction carried out a forensic review of the design, identified gaps and highlighted discrepancies in the design which resulted in an overall cost reduction on the project. This complex programme was part of the Ministry of Justice’s (MOJ) programme to expand the capacity of the prison estate. The project involved expanding existing prison sites to assist in meeting government targets.
Midland Metropolitan Hospital
Hospital Smethwick, UK Appointed by: Balfour Beatty. Towerus Construction provided details bills of quantities to Balfour Beatty, allowing a precise and correct tender submission for Midland Metropolitan Hospital.
Complex project, comprehensive approach
Midland Metropolitan Hospital will offer an emergency department, maternity, children’s and adult acute inpatient services to half a million people. The hospital will bring together all acute and emergency care services that currently take place at City and Sandwell Hospitals. Towerus Construction delivered detailed bills of quantities to enable the preparation of comprehensive estimates and the procurement of sub-contractors and suppliers for client, Balfour Beatty. A complicated project due to the hospital being partially built, Towerus Construction’s role involved completion of the major hospital in Birmingham, which needed to be finished following the administration of the original tier 1 contractor.

The Social Hub (TSH)

Towerus Construction’s transparent cost data helped TSH successfully deliver this unique hybrid combination of co-living and co-working in the heart of Glasgow.
Complex project, comprehensive approach
The Social Hub is a hybrid hospitality brand, offering spaces that combine student living, hotel accommodation, extended stay rooms, co-working facilities, meeting and event spaces, restaurants, bars and gyms, all under one community, and one roof. Towerus Construction were appointed by TSH to provide pre-and post-contract cost control services including producing tender and contractual documents, tender appraisals, value engineering, post-contract cost control (change management), interim valuations, cost reporting and agreeing on the final account. This complex and prestigious development will be the first of its kind for The Social Hub in the UK. The TSH model will be the first of further urban regeneration projects not just in Glasgow, but across the UK.
Delivering on our promises
he Social Hub (TSH) is a unique hybrid combination of co-living and co-working in the heart of Glasgow City Centre. Once complete, TSH will be Glasgow’s largest hotel, consisting of 493 rooms across 9 floors. There will be a wealth of amenities including coworking spaces, restaurant, coffee bar, meeting & events rooms and a rooftop bar. After unprecedented cost increases due to inflation, Soben took over the financial costings, driving the project through an intensive value engineering process. As part of this, Soben introduced a new main contractor to deliver the project and achieve far better value for money. Towerus Construction produced a robust report outlining the cause of the increase to provisional sums, categorising the values between inflation, design development and risk materialisation. Doing this provided the client with transparency and a better understanding of the cost increases. From this, solutions were deployed to mitigate the impact and manage the values to fulfil the project.

Brisbane Waterfront

Brisbane Waterfront is set to be a business and tourist destination which aims to maximise its prime riverside location.
Complex project, comprehensive approach
Brisbane Waterfront is an office building in the Brisbane central business district in Queensland, Australia. It is set to become a business and tourist destination that maximises its prime riverside location. Soben’s detailed bills of quantities meant John Holland could maintain accurate budgets and make informed financial decisions – at every stage of this iconic project. The development will create an extravagant area, connecting the river and the city. Work includes the redevelopment of the existing Eagle Street Pier and Waterfront Place sites to deliver a new public precinct encompassing two premium commercial towers, riverfront dining, retail space and a large landscaped public realm. The proposed development incorporates an elevated podium level above open terraced ground floor plazas which will anchor the two commercial towers.

Towerus Construction’s role was vital for John Holland, with preparation of accurate and complete scope of works, gap analysis and errors from the issued design information. As well as preparation of the bills in accordance with the client’s requirements to complete the project. Working closely with John Holland’s estimating team, Towerus Construction delivered detailed bills of quantities for this prestigious project. Our team ensured all design gaps and discrepancies were picked up to allow the client to make appropriate updates in the budgets.

Unitywater
Queensland, Australia Appointed by: Unitywater
Queensland, Australia
Towerus Construction was appointed by Queensland utility, Unitywater, to conduct a comprehensive review of their estimating processes, across their capital projects portfolio.
Complex project, comprehensive approach
Unitywater provides water supply and sewerage services to approximately 17% of Queensland’s population – made up of over 320,000 residential properties and 18,000 commercial and industrial enterprises. The Australian utility serves businesses and residential customers in the Moreton Bay, Sunshine Coast and Noosa regions of Queensland – one of the fastest growing regions in Australia. Towerus Construction were appointed to complete a systematic review of Unitywater’s processes. The team produced a practical framework and governance model for estimating, forecasting, budgetary control, and benchmarking. Following a series of discovery workshops, Towerus Construction implemented a new costing system, linked to Unitywater’s estimating software – for increased accuracy in estimating and forecasting. By bringing a combination of specialist knowledge in regulated industries, local market experience and international utilities expertise.

Unitywater’s estimating manual will be based on international standards for estimating, cost planning and cost management, developed by the RICS. Responsible for over AUD$3.4 billion of essential infrastructure, Unitywater require best practice systems and processes across their portfolio. Towerus Construction’s estimating process review and recommendations will be used to increase efficiency, reduce costs, and improve scheduling and cost certainty – empowering Unitywater’s team to make informed investment decisions.

HS2 Northern Route 1&2

Towerus Construction is preparing detailed bills of quantities for all aspects of the new high speed rail line between London and the North of England.
Complex project, comprehensive approach
HS2 is a new high speed rail line being built from London to the North of England. The HS2 trains will link the biggest cities in Scotland with Manchester, Birmingham and London. Soben is preparing detailed bills of quantities extracted from BIM models for all aspects of the scheme across multiple design phases. The most complex infrastructure scheme currently underway in the UK, the project involves 90km of new railway, 51 viaducts and boxes, 7.5km of twin tunnel, 35 cuttings reaching over 30km, 76 culverts and other underbridges, 66 embankments, 4 motorway crossings, and 6 interfaces with existing rail requiring both dive-under and overbridge structures

Towerus Construction has accountability for the detailed measurement of the assets through the pre-construction design stages including design and gap analysis. N1 and N2 comprise a total of 1.8 million m3 of concrete and 32 million m3 of cut and landfill. And all associated drainage and utilities.
